Q: Is the built in fan supposed to start and stop automatically? Mine never stops!

As soon as your power supply is energized, the built-in fan will turn on to ensure stable voltage and current output for cooling.

Q: is there a user manual?

There a piece of paper that tells you what is what as far as the terminals and the voltage adjustment. I bought 2 of these and sent both back. If your wanting much more that 12.4 get something else. These won’t go past that. I needed 13.4 minimum for 2 way radio.

Q: Will it work for testing 12 volt electric motors? motors?

You can test anything that is 12 volt that requires less than 40 A

Q: I have a mobile cb radio i want to convert to a base home station. attached to it is an italy kl203. will this be sufficient to power both?

I really can't answer your question since I don't use a CB, I use it to power my HPA compressor and it does the job of providing 110v to the compressor. The power supply is inexpensive, you might want to order one and if it doesn't work you can always return it.
