Yes it does. The significance of the notches enable you to alter the relief and chisel angle of the drill bit. By going + you will increase the relief angle of the drill bit, useful for high speed drilling in softer metals. And vis versa going -. 45 degrees is the correct chisel angle for a drill bit. By using the alignment notches + or - you can make the drill bit more or less aggressive. A less aggressive drill has a lower chisel and relief angle. I love mine, easy to set up and use. Yes, you can choose between 118 and 135 degrees. Q: Is the 500X able to sharpen 13mm bits?

I don't have a 13mm bit to test, however I have a 12mm brad point bit and it fit in the collet/chuck with a little room to spare. So you should be able to sharpen a 13mm bit.
