Q: Can the led lights be turned off? i know this question has been asked before, but the answer was entirely unsatisfactory. any help?

I just checked mine & it looks like the only way to turn the LED lights off is to turn the fans off (there's a knob that you turn which shuts them both off at the same time). When you put your laptop on top of the device, you can hardly see the lights underneath the laptop. I don't find it to be any problem.

Q: Is the plastic made from PVC material, in other words, does it have a plastic smell?

I ordered it on April 22, 2020. And work awesome. It does not have any kind of smell, mostly metal body.

Q: which direction turns the fans up?

If you have the switches at the back, facing away from you, clockwise turns the fans up, counter-clockwise turns them down and then off.

Q: fan RPM can control it ? like low mid full speed keys ?

The fan speed is controlled by two manual spin dials on the back of the cooling pad. I tend to simply leave the fan on full speed.
