Q: It looks like just a radiator. Why does it say 12 volts DC?

Because of bad translations or Engrish? I don't really know because there is no voltage rating involvedd. It is a small radiator that you put in your computer and run water or water/alcohol mix through it down to the CPU or other component you want to cool. The liquid is heated by the chip and then pumped to this radiator where a fan blows through it and cools the liquid back down - just like in a car, but much smaller.

Q: Is there a drain plug on this?

No, it’s sealed with in/out only. A drain would be an a m easy addition with a valve or a T on the bottom inlet pipe.
