Q: Is this pen comparable to the pilot high tech c?

The Pilot High Tech C is better made, writes much smoother, looks better, and is more expensive. For a 11 pack of Dong, you pay about $12. For a 4 pack of the pilot it's about $9. Although the Pilot pens are SLIGHTLY bigger(.4) than the Dong(.3) I would say the Pilot is a better choice. Personally, I purchase the Dong because I get more pens for less, but that's just because I'm a broke college student who can't afford expensive pens. But if I could, I'd definitely go with the Pilot.

Q: Is this a needlepoint tip?

I don't know how you define a needlepoint tip, but it's a 0.3mm pen with a metal tip so it delivers a pretty fine line.
