Q: what is the difference between control solution 1, 2, & 3?

test control 1: 72 - 90 mg/dl test control 2: 150 - 200 mg/dl test control 3: 301 - 398 mg/dl

Q: How do you know which control solution(s) to use?

Ideally you would want to use all 3, but that would waste 3 test strips.....on you bottle of test strips it'll tell you the range each. If youre concerned more with highs, use the the #3, if concerned about lows, check with #1.

Q: Why doesn't the first monitoring system come with contols?

A lot of manufacturers have gotten away from including consumable items with their meter kits. If they include a few test strips and control solution, then they also have to worry about an expiration date. If they don't include the consumable items, the manufacturers never have to worry about an expiration date for the meter kit. Also, anything that they don't include they probably figure you'll be buying anyway. That way they get even more of your money.
