Don't know. You can ask the seller MySit (search on Amazon for MySit, then click on Ask The Seller. Most likely China.. but there is a 5 year warranty.

Q: Is this for office/reception chair ESS-9010?

I used these to replace worn out pads on our old Office Depot (or Staples?) swivel, web backed, five wheeled computer chairs in our home office. They worked great. You have to check the spacing distance of your chairs screws (2 per pad). Also, these have a recessed cutout area in the bottom where the armrest brackets fit up in. I Googled your chair number and your chairs look like waiting room lobby type chairs. Really don't think these are right for you. Too short I'd guess. Have you attempted to contact the manufacturer to see if they have replacement armrest pads? Measure the screw distance and start looking up stationary reception chair arm rest pads. Q: how long are the screws?

All I remember is that the screws were too short... so I had to use the original ones.. and they didn't fit perfectly, but I made it work. You should check with the retailer/manufacturer to be sure.

Q: will this fit any chair? is the size universal?

I have a Herman Miller chair manufactured on 3/18/1998 catalog number EQ10MF-BKAM01. It didn't fit that chair so I ended up cutting the lip off one side to get the holes to line up. Fortunately the material is solid black so it isn't too obvious what I did.
