No it does not include the handles.

Q: Can you use a metal knife and fork with this

These are cast iron, so, yes, you can use metal utensils. Be aware that you must “season” these before first use, which involves a simple process of oiling them and heating them -directions included. Then they will be virtually non-stick, and like all cast iron pans, get better with age. You do not use soap on these, just a stiff brush or scraper and hot water to clean. After use, clean then wipe a thin coat of vegetable oil on them with kitchen towel. Cast iron is lovely for stews, casseroles, etc. These Judge pans are lovely, well-made, and I was happy to find them on Amazon.
