I don't know for certain, but generally for herbs it refers to the concentration level in the plant compared to the concentration in the capsule. In this case the capsule is 10 times more concentrated than the plant from which it was extracted. 300mg would compare equal to 3 grams of the plant in terms of the ACTIVE ingredient.

I'm not a doctor or chemist, but this is just a Thiamine (vitamin B1) supplement. Perfectly normal, legal stuff and I can't imagine it would ever be deemed "performance enhancing" on any competitive spectrum. I wouldn't worry a bit.
