how thick solid not tube cold rolled steel will this cut?

The saw will cut up to 4" solid round. If you are going to cut a lot of this size I suggest a larger saw. If you only cut 1 part every now and than this saw will cut 4" round.

Can the band saw stand vertically?

Yes, the 782XLH can stand vertical. You can buy the work table to use it vertical.
