Q: Are the bolts plated or are they stainless steel?

They are not stainless I bought one about a year ago it still works good haven't had problems with the bolts I have taken it on and off a few times

Q: Can this be installed over solid pipe or does or would you have to cut the pipe in half and slide the brace over the pipe?

You could possibly disassemble it and get the parts over the pipe. It would take some work to get the clamps over the pipe and some c-clamps to close them enough to get the bolts in. Not designed for it, but with some work it could be done.

Q: Are bolts and nuts made of steel or plasticine? One reviewer said plasticine.

Plasticine is a kind of modeling clay. It was a joke. The bolts used are either low-grade steel, or the reviewer managed to damage the threads by using much more torque than was needed.
