It doesn't come with bullets. It uses the plastic ring caps to make a sound like a gunshot.

This is a very well made toy. It works with out caps because when the hammer comes back ( when trigger is pulled) it makes the sound of metal snapping against metal. Great incentive toy for our children.

Q: Does trigger work without caps?

Yes, it just makes a clicking sound.
