does it make their breath stink?

Not that I have noticed. I have a Scottie and Scotties don't drool so they don't tend to have bad breath or doggy breath that i have noticed. At least mine doesn't.

are there bones in them i need to watch my dog with?

There are but not sharp. It’s the whole fish but I’m comfortable giving it to my little dogs even little Pomeranian. They love them. If it bothers you they’re easy to break into pieces but we give them whole. There are little ones and slightly larger. The larger tend to be softer.

How many are in each bag?

I haven’t counted, but quite a few- 25 or 30 I would guess. The fish are small , but good treats for mini dachshunds.

Are these treats okay for puppies?

How old/big is your puppy? These are great especially if your pup/dog has dry skin. They are a good size, at about 3-4 inches. My pups are 7 months and over 50lbs. I started giving them dehydrated fish when they were about 4 months. I started with Plato Baltic Sprat, they're a little smaller. If you're really concerned give your vet a call.
