Q: Can body filler be applied over this like epoxy primer?

Not quite. The epoxy has a natural chemical bond with the body filler and it an be scuffed at 80 grit as well. For this, 2k glazing putty is a better option and can typically be spread over 180 grit scratches on this primer.

Q: can you top coat with lacquer

I have never used lacquer on top of this primer. I wanted to try it but haven't yet ,My thought is that if you start out with light coats of your color (topcoat),with plenty of dry time between coats you should be ok.

Q: will this stop reaction cracks from different paints.Use regular primer and getting cracks and weird seperation

nothing stops cracking paint., only maybe water base primer. best is stripping old paint and putting on u pol primer.
