Q: Can this be painted on to the surface of screed to seal and waterproof the screed before laying dpm.

No, its simply an additive to the concrete mix to make it waterproof. you need to add it to the screed mixture before you lay it.If you have already laid it , you don't really need to paint anything an if you are putting a dpm on, but if you really want to, I would suggest a bitumous product, or a proprietary concrete sealer such as thompsons

no, this is to add to your mortar mix to build in waterproofing as you make the wet mortar. Its not a paint or a coating.

You don't add waterproofer to plaster as it is internal . This is for external rendering
