Q: Is it a really thin liquid?

Not terribly thin. It goes on evenly and self-levels but dries pretty quickly. I love how it works. My polish doesn't chip and stays on until it grows out. My nails are long and I easily get 3-4 weeks out of a home manicure.

Q: Can this be used as a base coat too?

I don’t think so. Most all gel systems are made to sandwich base/gel clear or color, then topcoat. But I have not tried it. I think it would cure ok, but don’t know if the rest would stick to it or if it would last. But I just noticed that the bottle says topcoat, while the description says base/top/primer... I’m not sure what they mean by that. Maybe check the Orly website to see.
