Does the dual stand (up to 32”) provide cable management? (Running cables through arms?)

Yes, there are two plastic pieces the come off with a single screw each and are designed for managing cables.

Can this handle two 24in monitors?

Yes. I have two 32" curved monitors on it but did need to tighten the hex bolts in the arm and head. These are great monitors arms.
