Yes, it is 4 packages that each have 80 wipes in them.

Is there a full list of ingredients?

Only lists main ingredients, Aloe Vera Gel and Botanical Extracts. You may be able to contact the company. We haven't had any problems with these although if your concerned about allergies you should check. Sometimes they dry out and my wife sprays them with distilled water.

Does this help get rid of brown stains?

My dogs fur around their eyes are darker, so I’m not able to say if it totally removes tear stains. I could see a big difference. I mostly bought because it doesn’t sting the eye itself and it does remove the gunk without pain. I use it for their ears as well and they’ve developed a tolerance to that cleaning. The label says it does.
