"Batteries: 1 Lithium Polymer batteries required." Does it really need a battery?

The batteries are already in it but I found the solar panel would'nt charge them up even when in full sun so I sent it back. Can't recommend this.

Yes my daughter has a 13 and she is constantly taking this charger out of my bag
