Q: are these flourescent colors?

Mine wasn’t But first time I used it before even Checking in my bag with airline , the tag broke I do not recommend it at all Pure junk IMHO

Q: for $7.99 do you get one or two tags?

You get 2 tags with 2 metal lanyards. Excellent quality and will outlast most other tags I’ve seen. I’m very happy with this purchase.

Q: How do you open/separate the cable?

The cylinder is like a nut screwed onto a bolt (cable) . Hold the cable in left hand and unscrew the cylinder counterclockwise until the cable is released. Reverse to screw back onto the cable.

Q: Can you purchase additional info cards to go inside the tags?

Probably not. I just sliced up an old manila folder. Why pay for something I was throwing away anyhow.
