Does the product itself have a color/tint?

Yes, it has a slight beige tint that disappears completely when you apply the eyeshadow and doesn't affect the color of the eyeshadow. Love this product!

I'm looking for a multi-purpose product that can work as both a primer and a concealer. Can this eye primer be used as a concealer as well?

It works, but it's not really formulated for under the eyes. I have used it under my eyes, but it is a bit drying ...... And it can get into the crease if you're not careful. But it's great as a shadow primer ...... I like it ...... It covers all the discoloration on the eyelids and prepares them for shadows

caused irritation for me

Smooth application and initially I liked the subtle off-white eyeshadow look. It felt a little sticky after drying. I was not impressed after using eyeshadow over it and it caused redness on my lids.
