The description says that module is 5 volts, but there are 12 volt triggered relays if that fits your needs better

Q: Can you trigger this with 3v dc?

No. This relay is available in options that trigger with 5v, 9v or 12v dc.

Q: What does the "high" and "low" level trigger mean: is it when the trigger voltage is applied vs. if it's grounded?

If you select high trigger. when the IO pin is high or say 5 volts, the relay turns on. If you select low trigger. When the IO pin is 0 volts or to ground the relay turns on.
