Is this true plug and play - i.e. no drivers or software needs to be installed (for windows 10 devices)?

Not tested on PC, only on Mac. Certainly on macOS it is 100% plug and play. It's just a high-end web cam at the end of the day... the quality is awesome btw, very impressed!

Would this work with a samsung smart tv? we have a 10 person meeting room and want to connect it to the tv but it's not clear if its wireless?

As far as I am aware it is not wireless - we use a cable with a USB connection. I hope that helps.

What resolution can be delivered using the USB connection?

From a German review: "4K resolution works only with USB 3.0 cable. This is NOT included in the package (also included in the instructions). For me somehow weak, because such a cable does not cost 10 EUR. Teams or Skype doesn't seem to support 4K."
