It wouldn't be overkill, just cut the Black Gold by 50% with perlite and the outcome is great.

Can I use this to start Aloe vera seeds?

Yes, you can use this successfully to start Aloe Vera seeds. Be patient, though, because it will take a loooooooong time from planting a seed to getting a plant. Aloe Vera is so common I would get a couple of good sized plants and let them send off pups for reproduction purposes.

How many small to medium size pots will 4 quarts of your soil fill?

4" pot 3 per quart 6" pot almost two per quart

Would this soil be good for a ponytail palm and a snake plant?

Not sure about a palm but a snake plant is a succulent and needs well draining soil so this should work. I use this soil for all my succulents.
