Are the side keys programmable ?

Yes, but this depends on the software and not the mouse itself. Most games I have played allow for these buttons to be assigned to actions. There is also free software like AutoHotKeys, which can be used to freely program just about anything to these buttons. The manufacturer did not provide any software with the mouse though. You are only buying the mouse.

Is this a silent click mouse?

No. It is not a loud mouse, but the clicks are definitely audible. Not sure why some say "yes" here to this answer. Perhaps they think "noisy" when reading "silent", or they sit in a noisy room, wear headphones, or are simply deaf. This mouse has standard micro switches, and the clicks can definitely be heard across a quiet room.

Does the scroll wheel rotate freely or does it have a detent as you roll it?

Hi it has a detent. As you scowl you can feel it vibrate.
