No they are noise canceling headphones they're just for as my son would say nice and quiet. We have two children in our family that are ASD and these headphones are phenomenal for them.

Will this block out loud music or yelling?

It will not completely block it out, but muffles the sound if it is very loud, like if you were at a live concert.

What is the best way to clean these?

Withe a cleaning wipe or a damp cloth just water and tiny amount of soap

How are they powered?

These are for keeping sound out. They do not need a power source.
