Can you "Schedule" this bulb to come on in a colour (i.e. not just white)?

Yes. Just use the "smart life" app and you can do all sorts with it.

Does it have toggle/reverse function or just on/off state in Smart Life app ? I need it to bind it to a single scene button.

I’m not entirely certain what you mean by toggle/reverse to be honest. If you mean can you manually alter the light via the app then the answer is yes, although Alexa has limited ability with this, unless there are commands I’m unaware of. You can set the light to a certain scene through the app and as far as my experience goes, it remains in that state unless changed via the app or through voice command. For example, my light is currently dimmed to 50% and has remained that way every time I’ve operated the bulb, regardless if that has been through voice or app control. Hope that helps.

If i leave the light switch on will the light bulb still consum power

Yes there is a need for power for the bulbs to run off the wifi, so you can turn them off from the app or from Alexa/Google However the bulbs do keep their w-fi setup, so switching off at the mains over night, then on in the morning works without having to set up again, but you will need to give them a few minutes to reconnect to your wi-fi! If you want tech, i believe they are EU Energy rating E bulb. When the are swithed off the average LED WiFi bulb uses between 0.3 and 0.6 kW. For you information off the top of my head the Average UK houshold price i think is 35p - 55p (GBP) kWh.(as of message written/dated) Hope that helps
