Q: Can they be laid with spout up?

I'm not sure I totally understand the question. The wavian cans can be stored on their side with the closed lid but I wouldn't do that with any of the spout systems installed that I have for these (flexible, CARB type, etc.). I store them upright regardless of whether there is a spout connected or not. If you do wish to lay them on their sides or backs, I would remove any spout system and use the standard gasketed lid. I would also inspect for leaks regularly if not stored upright, or preferably, avoid that manner of storage altogether.

You can buy them directly from Wavian USA website. I have purchased several there and highly recommend the cans. Very high quality

The authentic NATO cans sold by CampingMaxx have no issues because these cans are .9mm steel. The cans sold by other vendors look exactly the same but have thinner steel (.6-.7 mm) and lack the full anti-corrosive lining. BUYER BEWARE !

I don’t really know the answer to that but if you can have it delivered to an address outside of California then go pick it up there. That could be another option
