Should the tombstones be shunted or non-shunted?

The tombstones do not need to be shunted. In the LED bulb the adjacent pins on the bulb are connected to each other. Current flows thru the LEDs to the other end of the bulb where those two adjacent pins are connected to each other.

Does this kit come with a fixture? Or is this only bulbs?

These bulbs do not cme with a fixture. They are bulbs only!

can this lamp be used with a ballast?

The ballast cannot be used with these 120 volt LED bulbs. The starter, if fluorescent fixture is designed with a starter, can’t be used either. Both ballast and starter if, designed with a starter, must be removed. Turn off power to fixture at panel and at light switch. For each bulb in the fixture, Connect the black, hot, live line, from your power supply, to one end of the fixtures tombstone (bulb holder) (There are two wires attached to the bulb holder, only one wire needs to be connected but both can be connected. If you only connect one wire remove the other wire for safety.). On the other end of the fixture connect the white, neutral line from your power supply to the bulb holders in the same manner as you did for the black wire from your power supply. Be sure to attach the ground wire to the fixture ground also.

I need at least 30 lamps. Can i order singles to make up the difference?

Not sure. However there were no duds in the box. Other companies I have purchased from would average 3 or 4 bad tunes out of25. These have worked in 40 fixtures for over a year with no problems.
