Will this fit into a car's gas tank to pump fuel out into a gas can?

My understanding is that most cars have a anti siphon gas tank filler pipe, so probably not. Anti siphon is there to prevent stealing of fuel.

How many gallons per minute

I have not used a timer on it. I would estimate that approximately one minute would siphon approximately one gallon. But this depends on the height of the container being siphoned from. If you have the container with liquid close in height to the container receiving the liquid, it will be slower. The higher the difference the better -- and faster.

Is the bottom of this made of sturdy material? I had another brand that the material ripped out of

Overall the construction and material seem to be more than heavy duty enough. The double wall sides are sewn together with a card board stiffener to keep a rigid shape. The bottom material is sewn and hemmed to the sides, with a removable bottom stiffener. The bottom has some velcro patches sewn on to catch to the carpet, so it won't slide around. Mine will not see a lot of wear and tear. For the price I say "what a deal".
