The answer is yes, to some degree. Cars are designed to function down to negative 40 (it actually doesn't matter F or C, they're both the same). Therefore, in some extreme circumstances, your car will be fine but the bolt will not. However, it will most likely survive, even if its life and performance are somewhat negatively effected.

Anything between 101 to 160Wh requires airline approval to bring on as carry-on. Anything 100Wh (27000mAh) and below you can bring easily and safely in carry-on. Never pack any battery bank chargers (regardless of size) in checked baggage, to avoid risk of fire.
