Q: Does the shirt shrink?

Yes it shrunk quite a bit so order up a size.

Q: If I'm 64inches tall and i have around 28inches of chest which size should i go ? M or L ?

I bought the size Large for my 10 year old son. They were a tiny bit loose until I washed them, now they are a tiny bit tight. Now my son is a little bit big for his age, but not overly so. He is probably about 56-58 inches tall? Not sure chest size. I'm sorry, but at 64" I just think these will run too small for you. They are a really nice quality though! Besides the sizing being off, they are great shirts!
