Q: Where are these made to be installed? On the vinyl in the pool? On the concrete outside surrounding the pool? Where?

These are normally installed on the concrete decking outside of the pool. They are installed st each depth of the pool. Ex. If the pool is 3ft on each end and 5 ft in the center, you would put a 3ft marker on the end of each side of the pool, and 5ft markers in the center on each side of the pool. Commonly an International No-Diving marker is put along side each of the Ft markers.

Q: Well this stick to the liner?

While we don't necessarily recommend installing them in the water, we have numerous customers who have with no problems.
