It does need a lamp. It's a gel/shellac nail polish.

Q: Do you really need to do the base/top coat and uv light? why the uv light?

Hello. This is uv gel NOT nail polish hence the reason it needs to be cured under a uv lamp. Soak off gel will not dry naturally. Also yes, top and base coat are definitely needed. Base coat helps the gel colour adhere to the nail bed and the top coat gives it a nice glossy, shiney finish. Good luck :)
