Q: Can this be used on peel and stick backsplash vinyl?

not sure, write company, vinyl maybe to heavy, do you mean tiles or lite lke paper?

Q: will this work on vinyl wallpaper?

Vinyl paper tends to stretch and separate from the layer of paper under the vinyl if you could get the piece to lay flat with the adhesive try putting some painters tape over the tare to hold in place while drying. I would leave in place overnight or 12hours remove tape very carefully peeling back on itself.

Q: Does this dry fast? Is it washable (thinking of the overrun I'll have to wipe off)?

No, this product did not dry fast. It took at least 30 minutes after application. After 30 minutes I was able to apply pressure to the area at it stuck in some areas where I applied it, but not all areas.
