Is there anyway to use this in a 23 inch wide window without blocking the vents with the second panel

The listing flat-out lies. Absolute minimum width is just under 35". That's the length of the two front panels with the holes, and you would have to cut the spacing panel to attach them together without blocking. The only way to get shorter is to stack the panels vertically, or use a circular saw or similar to cut three of the panels. Do NOT even bother trying with a hacksaw, you'll just make a frustrating mess that won't fit together and can't be returned. I've learned all of this the hard way. If you do not have a sliding or super-wide window, then get something else.

Will this work with a sliding glass door? 55" aseems a litle short

This is intended for use on windows. It won’t work on a sliding door. As you noted, it will be too short.
