Q: Are people wearing this over their swimsuit or by itself?

By itself. It is an amazing swimsuit l, covered by the mesh. I use it often. It feels great but it’s a little bit strange or unnecessary

Q: fit tightly and stays tight?

Not sure if this answers your question, but these are meant to be worn over another tight speedo during practice. Therefore they do not really sit tight. Also, they become looser over time/after many swim practices. You can tie them though so they will stay tight at turns :)

Q: I'm 5'5", 160, fit with a 31" waist, but big legs and bubble butt. What size?

I would recommend the 32" waist. Per James' comment, the fabric doesn't stretch much.

I have more muscular legs than average. The diameter of the legs holes is small, but not restrictive. I wear the suit about 4 times a week. I purchased the suit during the Summer of 2015.
