That must be a mistake. The rotary cutters are neve sold "by the yard".

Q: Why does it require a 12 volt battery?

It doesn't require a 12 volt battery. I've had mine for years and it has never required a battery. It works like any other rotary cutter.

Q: Can this cut chipboard?

I would not recommend this. Its design and purpose is for cutting fabric. You may want to check with the manufacturer, Martelli Enterprises.
