You pay for PVC, you get PVC. Excellent for price.
You get what you pay for. If you are paying 1/4th of the steel dumbells, you wouldn't get steel ones. At this price point, they are excellent. Yes ,they are made of PVC and have sand inside but the product description never says they are of steel. If you need steel ones, please spend 3 or 4 times and get the steel ones. For this price, the quality is good. You have to be careful and can't through them around like steel/iron ones.Good product for its price.
