Is this to be used instead of loctite? Or, in conjunction with it?

Loctite is for fastener retention. ARP lube is for proper torque. Loctite is a band-aid for poor engineering.

Can this be used for a non-ARP crankshaft bolt?

I would recommend contacting the manufacturer and ask if it is required. I can say it worked great for the head ARP studs on my application - head studs on Ford 6.0 engine

Replacing rod bearings soon. Torque specs for the bolts are relatively low. Does that matter with this product? Will this stuff still do the job well?

Using the ARP LUBE will help you get the correct torque value no matter low the number. We use it for all the threads that get torqued.

Proper lug nut torque is critical for many reasons yet why do I see a warning not to use this on lug nuts?

Most lug nuts and wheel bolts have a conical mating surface. Adding lubricant will alter the clamp load on the fasteners, increasing the possibility of a failure. Simply put, proper wheel fastener torque is achieved with clean, rust free threads and mating surfaces. Some fasteners for alloy wheels have a flat/washer clamping surface which must also not use lubricant.
