I wear these for professional wrestling. They fit over my shoes just fine with the medium size.

How do you measure your shin

I believe the shin is the bottom of the knee to about the top of your ankle

can these inside a pair of boots?

Probably not lol. They are good size and aren't really meant to be worn with boots lol.
