The product I bought is ready to go. You can buy one that is water based, but I don't think it works as well.

Is this safe to use around barn cats?

I have a cat and no harm has occurred to my cat. I wipe on pyranha with a mitt, because it lasts much longer. I have sprayed my horses, also, but the cat’s never next to the horse. That’s all I can tell you.

Will this spray have effect if sprayed not only on the horse, but the stable walls as well? Will it cause any harm?

I don't believe it would have much effect if sprayed on stable walls, but it wouldn't cause harm. Works great on my horses. If the flies land on them, they either die or take off immediately. Works best as directed - make sure you RUB into coat, not just spray on.
