What you need is a set of drill bits. The body drill size for a # 8 screw is a No. 18 (0.169") drill bit. The body drill size for a # 10 screw is a No. 9 (0.196") drill bit. The body drill size for a # 12 screw is a No. 2 (0.221") drill bit.

#10 bonded washer will work with both #8 (5/32") & #10 (3/16") screws. I'm not sure if 1/4" screw will work with this bonded washer. If it does, it might be tight fit.
