Q: Does the tweeter come

It's a single tweeter only one but trust me that's all your gonna need I have mine in a 79 4 door Chevy caprice and this thing SCREAMS

Q: Is this tweeter for spl or sql?

Spl. They're damn good sounding tweeters but they're made to be really loud. If the rest of your system is stock or not on an amplifier they WILL overpower everything else in your car

Q: If i put 4 of these in my truck and 4 tweeters would i need a crossover and equalizer ... or can i tune it off my double din pioneer deck ?

if your pioneer deck is equipped to do so you may be able to do it without any other crossovers. if the deck is equipped with separate sub,woofer, mids and highs then it will work without any other components.
