I’d say it’s a single, fairly high tone. Significantly louder than the aqua signal horn I replaced.

When mounting horizontally, should the side with electrical leads be facing up or down? Are there drain holes somewhere?

The leads should be facing up as if water does enter the horn it would help allow the water to escape. There aren't any drain holes.

Can this be mounted with it facing straight up or will it collect water?

The membrane between the horn and the silver cover plate might stop water from being splashed in, but I do not think it was intended to be water proof. In other words, I think if you placed it facing upwards, rain water would eventually seep through and fill the horn.
