Q: Are these 100% cotton or are they part polyester?

The packaging does not say. However there is a label that says, "Made in Mexico" as well as "Manufactured for dynatex Corporation Crongeburg, New York"

Q: Are these really as small as a penny ? I'm looking for small cotton balls.. Need basic small light weight cotton ball.. Any thoughts ? Thanks..

They are about a penny in width and 3/4 inch long. They were too small for my purposes, but perhaps they would suffice for you if you are looking for small ones. I would say they are a little bigger than a penny, considering the length.

One bag of 2000 shipped in a box. These are the smallest "medium" sized cotton balls I've seen in the 30 years that I've been using medium sized cotton balls.

Q: I was planning on using these as a prop for my Christmas Elf. Would they pass as snowballs?

I think they would work okay for that. Is the elf something that will sit in one place mostly? My dad once made a model house in a winter scene. He used cotton as the form for snow piles and drifts, then spray snow over the cotton. Looked very real.
