Q: Could you stack the short spice bottles on top of each other without them tumbling over when the rack is pulled out?

Sure, many of the shorter spice jars set on top of each other and may have a ring on the lid that essentially allows them to sit on top of each other without sliding around.

Q: Spice rack question: how much height is there on the bottom section of the 2 tier spice rack ? i don't use standard spices like mccormick

The bottom section has a 5-3/4 inch space for bottles.

Where are you select to buy it gives you the dimension , if you open it and read it !

Q: How do you adjust this from 10” to 12”?

I don’t think the area of the rack actually changes. It has the ability to be mounted to either the back or bottom of a cabinet and the adjustment I think is so you can mount the base to the back of a deeper cabinet and still keep the spice holding part in the front of the cabinet.
