What is the fully extended measurement from the wall mount plate to the front face of the vesa mount?

TV Mounting plate is 16" from wall when extended straight (as pictured) - 14" to the center of the plate when the plate is yawed 90deg left or right

can I mount to the wall horizontal so extends up and down instead of out and in?
