is this basically a rebranded fisher space pen, i.e. does it use the same exact ink as the fisher space pen?

This is essentially a fisher pen with a Rite in the Rain cartridge (pen comes in Fisher packaging). Comparing the two pens, the cartridges are identical construction with different labels for Fisher Space Pen or Rite in the Rain. The ink formulas are definitely different. My test was a note with both inks written on Rite in the Rain paper submerged under water for a week. Rite in the Rain ink was as clear as when written (written underwater at that) and didn't smudge when rubbed. The Fisher ink floated and migrated on the paper but somehow didn't smear when rubbed at the end of the week test. I did not test the inks for temperature performance.

Is this really a 'tactical' pen, i.e. doubles as a self-defense item?

No, tactical is reference to use by Military, Police and other first responders. The key words are Tactical Self defense. e pens.

I haven't written more than one page of notes with this yet and it is already not putting out ink, anyone else have this problem?

Yes same problem. Writes off and on, can never get a full sentence out of it, sometimes not even a word. Thought it was just new and needed opening up but here I am weeks later with the same problem

Where can you buy refills?

It all depends on what stores have locally , but you can buy the refills on Amazon, and I have also seen them at Staples ( office supply store). I believe you can also order them direct from the “Rite In The Rain “ company. I believe there may be other places to buy refills as well.
