Would this work to chance the color of new leather jazz dance shoes to match a darker skin tone? If so...would it houp with normal dance usage?

I didn't have a hole or tear so I'm sorry but they have a customer service that is so customer friendly - they even offered to walk us through the repair process - we just had small peel places and the color tube that matched covered it very well - I would call customer service and describe wht you're trying to repair

how long does it take to dry on small surface touch-ups?

Depends on how many layers you apply, but in general it’s a matter of minutes. I had some larger areas that took a couple of hours. You can test it by touching it lightly. If it’s not sticky, it’s dry.
